Activities and Methodology for the Proposed Study

After selection of cities following activities need to be carried out to promote low carbon growth (LCG) in Asian small and medium cities:

Identification and selection of small/ medium sized cities in Asia for low carbon growth (LCG)

  1. List cities for consideration in consultation with stakeholders, city authorities, networks and other institutions
  2. Analyses of cities (identified) considering opportunities, feasibility, etc through workshops, discussions, etc.
  3. Workshop/training to sensitize city authorities to low carbon growth initiatives and development of a graduate course
  4. Short list cities depending on budget, interest, role of supporting institutions

Discussion with stakeholders and other organizations on implementing LCG

  1. Interaction with city authorities and others
  2. Capacity enhancement of city authorities on the use of the tool and for promoting LCG
  3. Outputs of tool discussed and action plans formulated for implementation
  1. Workshops and trainings to enhance capacity of city personnel on use of tool, etc

The study will be carried out through:

  • literature survey, analysis of lessons learnt and methodologies and familiarization with methodologies and tools developed by ADEME, namely “Territorial Climate and Energy Plan (PCET) and “ Bilan CarboneTM ”.
  • discussions with cities personnel and related stakeholders, and other organizations/institutions interested to be involved. Discussions with ADEME and others at various stages in advisory capacity is also planned.
  • implementation of activities based on “PCET” and “ Bilan CarboneTM ” including estimation of emissions, areas for action, interventions and analyses of results and impacts, and development of realistic, revenue-neutral, equitable and cost-effective strategies for the development of sustainable cities.
  • Dissemination of process and impacts will also be a major activity

This will consist of desk study, meetings/workshops with stakeholders and others, implementation of activities, and dissemination.

The following are the broad scheme of activities:

1.     Study “PCET” and “ Bilan CarboneTM ” and their applicability to Asian small- and medium-size cities
2.     Identification and selection of small but growing cities in Asia that are keen to adopt the path of low carbon growth (LCG)
3.     Discussion with stakeholders and other organizations on implementing LCG
4.     Implementation of pilot scale activities identified by “ Bilan CarboneTM ” tool
5.     Dissemination and information sharing

At the end of the study, it is expected that the selected cities will

  • have the capacity to use the tool, and are sensitized on the importance to address resource depletion and greenhouse gas emission issues, and promote low carbon activities
  • be capable of formulating policies and adopting strategies that favor equitable growth and sustainable production and consumption practices
  • be knowledgeable on techniques (policy and technology) to introduce low carbon initiatives
  • have introduced few initiatives that were based on the analysis and outputs of the tool in the cities

It is also expected that during the course of implementing the work, different entities (city, AIT, ADEME, others, etc) would have created the capacity, graduate course, and a network to effectively work together to address greenhouse gas emission mitigation and related issues.
